PAHRA E-LEARNING FOR HUMAN RIGHTS DEFENDERS

 

The Philippine Alliance of Human Rights Advocates (PAHRA) presents an Online Paralegal Training Course. This will be the first in a series of HR online courses for Human Rights Defenders (HRDs).

The need for HRDs equipped with paralegal knowledge and skills are crucial than ever given the continuous human rights violations that are of civil, political, economic, social and cultural in nature.

HRDs who are in communities working on the promotion and defense of human rights and in the forefront of struggles are usually first on the scenes of violations. The need to document, report, file and monitor cases are important aspect of advocacy and seeking justice for the victims.

It is hoped that in making this Online Paralegal Training Course available and accessible to a wider audience through the internet will increase the number of HRDs committed in and capable of upholding, asserting and defending human rights for all.

Course Overview

The course is divided into three Modules which covers 14 Topics in total. It starts with Module One with the basic concepts of Human Rights, its evolution, State Obligation and discusses on the Basics on Human Rights Defenders and the minimum standards necessary in becoming an HRD.

Module Two will facilitate the learning of appropriate knowledge, skills and attitude of paralegal work within the framework of developmental legal aid.

Lastly, Module Three explores available remedies and procedures in paralegal work and provide creative ways in engaging existing mechanisms in seeking justice, respect and the promotion of human rights.

Overall, the whole paralegal training course should provide a good foundation for HRDs in conducting effective paralegal work and in honing their skills as human rights defenders.

Materials and Resources

Reading materials are provided for each of the topics. Also, videos and presentations are made available including links to other resources. These materials will serve as supplements in understanding the whole course.

Duration and Requirements

Each of the modules is given a duration of one month hence, participants are expected to complete the whole course in three months. There are assignments and practical tasks that participants should submit and perform. These requirements will serve as a basis in deciding whether a participant can move on to the next topic or will have to retake the current one. However, shorter period for completion will depend on the students commitment and compliance to the requirements.

Enrollment and Participation

Initially, enrollees/students are selected based on endorsements by member and network non-government organizations. Eventually, online enrollment will be entertained. However, this can be done only when we have sufficient instructors that can readily take the task of managing a three-month training session.

The endorsing organization is expected to support the online study of the students by providing access to computer and internet service if the students who do not have her/his own unit and service. The course also requires some work activities where the students will have to apply and practice their knowledge and skills, thus the organization is also expected to provide these opportunities to the enrollees/students.
